why can we only buy +3 but not +7..

why cant we buy +7 items from gms... i mean about all the servers i play we can buy +7items but its just more expensive. +3isnt very usefull to normal characters.

lol dat y ders a refine NPC beside talis and bind are free but remember da refine rate are low so u might get a failed refine....y i made it like dis so u can have some challenge....
